Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit NY#0027154 for the surface discharge of 1.6 mgd of treated wastewater to the west branch of the Delaware River, a class B(T) water.

Treatment at the facility consists of grinder, equalization tanks, aeration tanks, clarifiers, sand filtration, and chlorine contact chamber. Sludge is digested anaerobically, pressed, and hauled to landscaping company.

DEC proposes to incorporate the following modifications to this permit: -Administrative updates have been made to page 1 of the permit. -Monthly Average flow limit of 1.55 mgd has been rounded to two significant digits. -Daily maximum monitoring for flow has been added. -Monthly average and daily maximum monitoring for UOD have been added. -The seasonal daily minimum monitoring for DO has been added. -The sampling period for total Ammonia (as NH3) has been changed to May 1 - Oct 31 and daily maximum limit of 11 mg/l has been added. -Daily maximum monitoring for TKN and Phosphorus has been added. -The seasonal action level of 70°C has been updated. -Monthly average monitoring and daily maximum limit of 49 ug/l for TRC has been added. -WET testing has been added. -Footnotes have been updated and renumbered. -A Schedule of Submittals for Short Term high Intensity Monitoring Program has been added. -A Mercury Minimization Program has been added. -The Discharge Notification Requirements have been replaced with a narrated single paragraph. -The Mini Pretreatment Program has been updated. -The Recording, Reporting and Additional Monitoring Requirements page has been updated.

State Environmental Quality Review (SEQR) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The Albany Port District Commission proposes to reconstruct a 600' section of the Rensselaer Wharf, adjacent to the Hudson River, including removal of the existing wharf, installation of sheet pileing, concrete pile caps and composite concrete deck.
