Conditioned Negative Declaration
Westchester County - The Town of Bedford Town Board, as lead agency, has determined that the proposed Stepping Stones Special Permit and Site Plan will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30 day public comment period commencing with the date of this notice.
The action involves the operation of a philanthropic use and relocation of a parking lot for eleven vehicles on property owned and operated by the Stepping Stones Foundation, a not-for-profit foundation. The site is the former home of Bill and Lois Wilson, the founders of Alcoholics Anonymous. The site contains four tax lots and has a total site area of 8.5 acres.
The Stepping Stones Foundation operates the property as a destination for those wishing to explore the lives and workings of the Wilsons at their former home, recently designated a National Historic Landmark. Tours of the property and buildings are given and some larger gatherings, including an annual picnic, are held on the property.
The project is located at 82 Oak Road in Bedford Hills, Town of Bedford, New York.
The conditions are:
- Requirements for the number of visitors on the property, the size, hours and days of larger group events, and the size and routes of buses accessing the property.

Positive Declaration and Public Scoping
Westchester County - The City of Yonkers Planning Board, as lead agency, has determined that the proposed Planned Multiuse Development Zone (PMD) Zoning Ordinance Amendment and Austin Avenue Development may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on March 13, 2013 at 7:00 p.m. at the City of Yonkers City Council Chambers, 4th Floor, City Hall, 40 South Broadway, Yonkers, NY 10701. The action involves a proposal by the applicant, Morris Industrial Builders, LP for amendments to the City of Yonkers Zoning Ordinance as they pertain to the PMD zoning classification, amendments to the Zoning Map, adoption of a Comprehensive Development Plan, and Site Plan Review application for a proposed new retail and residential development. The current zone change application before the board has two components:
- Proposed Amendment to the Zoning Ordinance to the PMD to change the acreage requirement from 80 acres to 70 acres and;
- A proposed zone change at Block: 3244 Lots: 2-7 and Block 3285 Lot: 210 from an I, IP, & CM Zone to a PMD.
The project is bounded by Sprain Road, and Prior Place in the City of Yonkers, New York.
