Project Description:

The Department has made a tentative determination to issue a new SPDES permit to the City of Rochester for the discharge of existing wastewater including approximately 0.56 MGD seasonally of chiller condenser/heat exchanger non-contact cooling water from the Rundel Library's cooling system and approximately 0.022 MGD year round of non-contact cooling water from the library's computer room climate control system, to a diversion of the Genesee River (the Johnson-Seymour Race), which empties back into the Genesee River directly below the library as viewed from the Broad Street Bridge. The draft permit includes monitoring and biological requirements. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Mar 29, 2013.

Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit NY#0002585 for the discharge of treated wastewater to groundwater and the non-contact cooling water and stormwater discharge to a tributary to Beaver Creek, a class GA water.

The Fleischmann's Vinegar Co Inc facility produces various types of food-grade vinegars, which are produced from the fermentation of ethanol. Treatment at the facility consists of effluent screening, flow through aerated lagoons, and flocculation as needed.

DEC proposes to incorporate the following modifications to this permit: -Permit pages and conditions have been updated, renumbered and reordered, and reflect current permit language, DEC guidance, format and nomenclature. -Special Conditions-Best Industrial Management Practices have been added. -Flow and Site Layout diagrams have been updated. -Addition: Outfall 003: Non-contact cooling water, plus Stormwater. -pH monitoring: Outfall 003. -Addition: Outfall 004: Rainfall runoff collection from buildings, drained to subsurface tile field. Flow monitoring not required in permit - operation under Stormwater Pollution Prevention Plan guidelines. -UOD, 42 mg/l: for the effluent discharge period, at Outfall 001. -pH: 6.5 - 8.5, revised from 6.0 - 9.0; Outfall 001. -Outfall 004, Site drainage to tile fields: added.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
