Project Description:

The Towns of Louisville and Norfolk propose a new water district to supply the Louisville Hamlet area, Willard Road, Wallace Road, and portions of NYS Route 37, County Route 39, County Route 36, Patterson Road, Whalen Road, and West Hatfield Road. The water source to supply the proposed areas will be obtained from the St. Lawrence River. The distribution system will meet the immediate needs of Louisville and the possible future needs of both Louisville and Norfolk. The project will include the installation of an approximate total of 104,000 linear feet of 8 inch and 10 inch water main, with 15,000 linear feet installed in the Town of Norfolk. A 247,500 gallon storage tank will be installed of County Route 36. Additionally, the project will disturb wetland areas in the Town of Louisville and Norfolk with potential impacts to the breeding and rearing grounds of the Blanding's Turtle.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Louisville Town Board

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Mar 14, 2013.
