Project Description:

The applicant proposes to construct a roadway across a state-regulated trout stream and freshwater wetland, identified as DEC Wetland A-2, on an 83-acre parcel off of East Klein Road in the Town of Taghkanic, Columbia County. The purpose of the roadway is to access the majority of the parcel, which is currently cut off from East Klein Road by the stream and wetland. Once the access roadway is constructed, the applicant plans to sell the property. The access roadway will cross the stream and wetland by way of a 3-sided open-bottom culvert with a 10-foot span. The 10-foot culvert span will allow enough width to avoid permanent stream bed impacts and to provide a continuous wildlife habitat corridor adjacent to the stream once the culvert is installed. Estimated impacts to state-regulated resources resulting from roadway construction are as follows: 0.06 acre freshwater wetland areal impact; 210 cubic yards of fill in freshwater wetland; 0.07 acre freshwater wetland 100-foot adjacent area impact; and a total of 28 linear feet of stream bank impacts.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The applicant proposes the taking of a new supply of water up to 90,720 gallons per day (GPD) for use in the existing system from the new water supply well (Well PW-3) located along State Route 28, approximately 600 feet north of the Village of Milford boundary, having a tested capacity of 63 gallons per minute (GPM). This application will consolidate the existing Oxbow Road (Well 1) site and Well PW-3. The Goey Pond and Wilber Park (Well 2) Water Supply Wells are no longer active wells.
