New information recently submitted to the department indicates the need to modify the effluent limits for both outfalls by increasing their maximum flows, adding a limit of 5 ug/L for Ethylbenzene, and eliminating the need to test for pH. The applicant proposes to conduct temporary dewatering through the use of a wellpoint system to facilitate construction of a new Ultra Violet sterilizer unit at the Bergen Point Wastewater Treatment Plant. Project Description:

The Department has prepared a draft permit and made a tentative determination to approve the applicant's request to modify the SPDES permit for Suffolk County Sewer District (SCSD) #18S to increase permitted flow from 0.25 mgd to 1.65 mgd. The service area for SCSD # 18S has been expanded from 515 to 1,289 acres, and the sewage treatment plant (STP) has been redesigned for a capacity of 1.65 mgd to accommodate both the sanitary and compatible and/or pretreated industrial waste from the two existing STPs in the service area and from the adjacent industrial park areas that presently discharge to on-site sanitary sewer systems. The new 1.65 mgd plant will use a Sequential Batch Reactor (SBR) system to treat wastewater, and the effluent which will ultimately be discharged to groundwater via 4 recharge beds. The SCSD #18S-Hauppauge Industrial STP is located on the north side of Motor Parkway between Moreland Road and Adams Avenue, Hauppauge, Smithtown, Suffolk County.

Project Description:

The applicant proposes to construct a continuing care retirement community. The project will consist of seven buildings, including an assisted living facility, independent living space and residential townhomes, and paved roadways and parking areas. A portion of the project site is located within the recreational section of the protected corridor for the Nissequogue River. The applicant also proposes to upgrade an existing pump station on the property, to convey sanitary wastewater to the Kings Park Sewage Treatment Plant. Clean effluent would ultimately be discharged to sanitary leaching pools off site. The project site also contains NYSDEC regulated freshwater wetland #SJ-18. All activities are proposed outside the 100 foot adjacent area of the wetland, therefore a freshwater wetlands permit is not required. The project is located at the southwest corner of St. Johnland Road and Old Dock Road, Kings Park, Town of Smithtown, Suffolk County, SCTM# 0800-8-4-2.
