Project Description:

The applicant proposes to construct a new water supply well (Mountainville Well No. 1) with 425 gallon per minute (612,000 gpd) capacity to supplement the Village of Kiryas Joel potable water supply system. The project includes construction of approximately 620 linear feet of new 8" diameter HDPE water main, 1500 gallon storage tank, pump house, and associated system components. When completed, the proposed new well will be connected (via 8" main) to a new water transmission main (Phase 1) to be constructed along a portion of Route 32 allowing the Village to connect its existing water supply infrastructure to the NYC Catskill Aqueduct at a point located in the Town of New Windsor. [The Village's proposed pipeline connection to the Catskill Aqueduct is a separate action for a new 13+ mile long water main to be constructed along existing roadway corridors.] The Mountainville Well No. 1 proposal will also consolidate all prior Water Supply permit approvals issued to the Village into one comprehensive permit, and will increase approved water taking from these (3) existing Village wells: Well No. 6 - increase to 250 gpm; Well No. 8A - increase to 160 gpm; and Well No. 13A - increase to 106 gpm. The total amount of proposed taking for all wells in the Village water supply system is 1,928,800 gpd (approximately 1.93 million gallons per day); the Village also proposes to temporarily take up to 2.54 MGD (until March 31, 2015). The new well is located on the 9.7 acre Village-owned Mountainville Pump Station Parcel on NYS Route 32 in the Town of Cornwall, Orange County.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a new State Facility Permit for the installation of a natural gas fired engine/generator operating in a cogeneration mode, in an office building in White Plains. The engine is rated at 2000 KW and will provide approximately 65% of the building's power requirements and approximately 40% of the building's thermal requirements. The rest of the thermal requirements will be met by the existing boilers. The cogeneration system will operate during weekday occupied hours and be off-line nights and weekends.

The facility also maintains an existing diesel engine generator rated at 1000 KW that is currently operating as an emergency unit under a registration and will continue to operate as an emergency unit for up to 500 hours per year.

Additional sources at this site include two small boilers that are capable of burning No. 2 oil or natural gas.

The facility is capping its NOx emissions to less than 28,800 lbs/year.

Applicable regulations include 6NYCRR Parts 200, 201-1, 201-3, 201-5, 201-7, 202, 215, 225, 227, 40 CFR 60 4J, 40 CFR 68, 40 CFR 82 F and 40 CFR 63 4Z.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.
