Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0094366) for the subsurface discharge of treated sanitary waste to groundwater.

Treatment at the facility consists of primary settling, trickling filters, chemically enhanced sedimentation and discharge to groundwater via recharge beds. Sludge is anaerobically digested, dewatered via belt press and disposed of at the Washington Co. Compost Facility.

DEC proposes to incorporate the following modifications to this permit: -Permit pages and conditions have been updated to reflect current Department guidance, format and nomenclature. -The water index number has been corrected to reflect a groundwater discharge. -BOD5 and Total Suspended Solids percent removals reporting has been corrected to apply only to monthly average values. -Footnote 1 for the collection of 6 hour composite samples for copper analysis has been removed. -The Schedule of Compliance has been removed because the short term monitoring for bis(2-ethylhexyl)phthalate has been completed. -A Schedule of Submittals has been added which requires the permittee to develop a written Groundwater Monitoring Well Sampling Procedure.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The project site is located on State Route 9N, approximately 2.2 miles west of exit 21 of I-87. The draft SPDES permit is available for review.

Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0024929) for the surface discharge of treated wastewater to the Mettawee River, a class C water.

The Whitehall STP has a design flow of 0.60 MGD. Treatment at the facility consists of grit removal, grinding, screening, primary settling, activated sludge, final settling. Sludge is taken to Casalla Waste Management for disposal.

DEC proposes to incorporate the following modifications to this permit: -Administrative changes have been made to page 1 of the permit. -The name and water index number for the receiving water body has been corrected. -Footnote 1 has been added for the interim limits of flow, BOD5, TSS, Settleable Solids, and Phosphorus in the Consent Order. -A Mercury Minimization Program has been added. -The Water Flow Diagram has been updated and the Treatment Plant Site Map has added. -The Discharge Notification Requirements has been replaced with a single narrated paragraph. -The Recording, Reporting and Additional Monitoring Requirements have been updated.
