The applicant proposes to remove approximately 1,400 cubic yards of gravel (2.2 feet avg. height, by 250 feet long, by 70 feet wide) from a gravel bar within the North Callicoon Creek (Water Index D-53-2) to re-establish a secondary channel to allow flood events to pass through and alleviate flood potential. A dry hydrant for fire protection will also be installed.

Project Description:

Royal Wine Corporation has applied for a SPDES permit for the discharge of treated processed wastewater from Kedem Winery production facility that produces wine and juice products. The New York State Department of Environmental Conservation (DEC) has proposed to issue a SPDES permit, pursuant to 6 NYCRR Part 750, to Royal Wine Corporation USA, Town of Marlborough, Ulster County. The proposed permit is for the discharge of monthly average flow of 20,000 gallons per day (gpd) of treated wastewater generated from wine processing and cleaning operations. The wastewater is proposed to be discharged via outfall 001 to an Unnamed Tributary of Hudson River, a Class C Stream. The wastewater treatment train consists of a membrane bioreactor, screens, equalization tank and chemical addition for nutrient and pH adjustment to enhance biological treatment. The facility is considered a significant minor industrial facility, Discharge Class 01. The submission of a monthly Discharge Monitoring Report (DMR) is required. A draft SPDES permit with DEC proposed effluent limits and monitoring requirements is available for review at the DEC Region 3 headquarters in New Paltz.

The Department has made a tentative determination to approve this application for a new SPDES permit (NY 028 0399) for subsurface discharge of approximately 39,600 gallons per day (gpd) of sanitary wastewater from 10 separate outfalls (Outfall Nos. 1-10) in conjunction with the construction of a 64 unit residential condominium development on a 109+ acre site. The project includes construction of new septic system leach fields for proposed subsurface discharges and various stormwater management facilities. The project is located on Mountaindale Road in the Town of Wawarsing, Ulster County. A draft permit is available for inspection and comment at the Regional office.
