Negative Declaration
St. Lawrence County - The Town of Clifton, as lead agency, has determined that the proposed Newton Falls Sewer District will not have a significant adverse environmental impact. The action involves the installation of a new low pressure sanitary sewer collection and treatment system to serve the residents within and immediately adjacent to the Hamlet of Newton Falls. The project includes installation of grinder pumps and low pressure force main connecting existing private sanitary systems to the new collection system. Treatment will be provided by a new Wastewater Treatment Facility located Southwest of the Hamlet and a new outfall and discharge to the Oswegatchie River. The project is located in the Hamlet of Newton Falls, New York.
