Project Description:

Applicant proposes to rehab approximately 1,100 feet of Pinnacle Road which includes resurfacing existing travel lanes and constructing new paved shoulders. The project will also include placement of a retaining wall on a tributary to Honeoye Creek to prevent the construction of the newly-paved shoulders from impacting the stream. While the wall will be outside of the Class C stream, it will be necessary for some work to be done from within the stream to install the wall. The addition of the shoulders requires that approximately 1,720 cubic feet of fill be placed within the 100-foot adjacent area/regulated boundary of State Freshwater Wetland RU-5 (Class 3), requiring an Article 24 Freshwater Wetlands permit. Erosion and sediment controls will be used to minimize potential impacts to the stream and wetland.

Project Description:

National Fuel Gas Supply Corp has submitted an application for an Air State Facility Permit for the Tuscarora Compressor Station at 7249 County Road 100. The facility emits air contaminants from two 720 horsepower two stroke, lean burn, natural gas fired reciprocating internal combustion compressor engines, a 45 horsepower natural gas fired emergency generator, and a triethylene glycol dehydrator with a combustion emission control device.

In the application, National Fuel Gas Supply Corp has proposed to restrict facility emissions of oxides of nitrogen (NOx) to 97 tons per year, below the 100 ton per year NOx thresholds of 6 NYCRR Part 201-6 Title V Facility Permits, and Part 227-2 Reasonably Available Control Technology (RACT) for Major Facilities of NOx.

To restrict emissions to 97 tons per year, National Fuel Gas Supply Corp proposes a limit on the total hours of operation of the two compressor engines per year.

In response to the application, the Department has generated a Draft Air State Facility Permit, and has made a tentative determination to issue the Draft as a Final Permit, if comments received do not raise significant issues that must be addressed before a permit can be issued.

The Draft Permit includes conditions to restrict facility NOx emissions to 97 tons per year, below the applicability thresholds of Part 201-6 Title V and Part 227-2 RACT for Major Facilities of NOx.
