Project Description:

The Department has made a tentative determination to approve this application for modification to the existing SPDES permit # NY- 010 2831 for Storm King School, located at 314 Mountain Rd in Cornwall, to discharge treated wastewater to surface and groundwater. The following outfalls and discharges will be permitted: up to 4,215 gallons per day of treated wastewater to an unnamed tributary to the Hudson River (Water Index # H-87; Class C) from Outfall 001; up to 14,100 gallons per day of treated wastewater to an unnamed tributary to the Hudson River (Water Index # H-88; Class C(ts)) from Outfall 002, this is an increase from the currently permitted amount of 12,700 gallons per day; up to 6000 gallons per day to groundwater from Outfalls 003-009, with individual outfalls ranging from 600 gallons per day to 1,200 gallons per day. Except for Outfall 002, no changes in total flow amount are proposed.

The stream classifications have been updated and the effluent limits reevaluated. Limits for ammonia nitrogen for the discharges at Outfalls 001 and 002 have been added; levels will be monitored during the interim period established in the compliance schedule until the new permit limits are in effect. Lower limits on total residual chlorine and increased monitoring of BOD/TSS for Outfalls 001 and 002 are also proposed. A total phosphorus limit has been add to the discharge at Outfall 002 which will be monitored during the interim period established in the compliance schedule until the new permit limit is in effect. Special conditions have been added to the permit for an Operation and Maintenance Program for the sand filters and a Good Housekeeping Practices Program to reduce the sources of ammonia and phosphorus to the treatment system.

A draft SPDES permit with DEC proposed effluent limits, schedule of compliance, and monitoring requirements is available for review at the DEC Region 3 headquarters in New Paltz. The permittee will be required to maintain records and report data to verify compliance with the SPDES permit conditions, schedule of compliance, and discharge limits.

Project Description:

The applicant proposes to disturb a portion of Freshwater Wetland WU‑14 (Class II) and the 100 foot adjacent area in conjunction with the construction of new athletic facilities (Phase I), including softball field, 4800 square foot picnic pavilion, parking areas, and two new stormwater basins on a 40.6‑acre parcel. The project also includes restoration of previously disturbed areas of the wetland and its 100 foot adjacent area. The total area of disturbance to the wetland is less than 0.1 acre; the total area of disturbance to the adjacent area is approximately 2.43 acre. Approximately 0.12 acre of previously disturbed wetland area and approximately 0.35 acre of previously disturbed wetland adjacent area will be restored by regrading those disturbed areas and revegetating with native wetland species. The project is located on the east side of M & M Road, approximately 1000 feet south of Bloomingburg Road in the Town of Wallkill, Orange County.

The applicant proposes to disturb a portion of Freshwater Wetland BR-29 (Class I) and its 100 foot adjacent area in conjunction with the construction of an extended stormwater detention basin and related improvements for sediment and phosphorous removal. The new construction, including two new outfalls, will be retrofitted to existing stormwater infrastructure on a 17.7 acre parcel adjacent to the East Branch Croton River, Class A(t). The project will also realign 200 linear feet of the Wells Brook (Class C) Stream Diversion Channel. The total area of disturbance to the wetland and its adjacent area is approximately 3.01 acre; approximately 2.57 acres of this total area was previously disturbed for construction of the existing basin at the same location. The project is located on the south side of Marvin Avenue in the Village of Brewster, Westchester County.

Project Description:

The Department has made a tentative determination to approve this application for a surface discharge (#NY 027 4747) with an average daily flow of 777 gallons per day (gpd) of routinely collected and treated stormwater from containment areas associated with on-going operations at an existing bulk oil terminal. The new proposed outfall (Outfall 003) will collect stormwater from the following areas: loading rack containment; Tank 5 containment dike; and drainage from loading rack supply piping secondary containment. All collected stormwater will be directed to an oil/water separator for treatment prior to discharge to an existing catch basin; flow from the catch basin will then be directed to an existing drainage course on the site which intercepts a tributary (Class C) of Tannery Brook. The facility is anticipated to discharge only intermittently under everyday operating conditions, as discharge(s) will vary dependent upon facility operations and actual rainfall events. The facility is located on Ulster Avenue, south of NYS Route 212 in the Town of Saugerties, Ulster County. A draft permit is available for inspection and comment at the regional office.
