ENB - Region 8 Notices 1/30/2013

Negative Declaration

Wayne County - The Town of Marion, as lead agency, has determined that the proposed Town of Marion Southeast Water District will not have a significant adverse environmental impact. The action involves the creation and construction of the Town of Marion Southeast Water District in order to provide a safe and reliable potable water supply and fire protection for approximately 121 Equivalent Dwelling Units currently not served with public water. The improvements include:

  • the installation of approximately 51,450 linear feet of watermain within road rights-of-ways along portions of Smith Rd (County Road 219), Sand Hill Road (County Road 226), White Road, Sheridan Road, Deneering Road, Cambier Road, Lyon Road (County Road 222), Reeves Road, and Jagger Road;
  • the replacement of approximately 4,000 linear feet of existing watermain on portions of Mill Street (County Road 220) and Smith Road (County Road 219) west of the proposed service area, as the lines are aged and not performing adequately;
  • two Pressure Reducing Valves (PRV), including the "Smith-Cambier" PRV located near the Smith-Cambier-Deneering Rds intersection, and the "Smith Road" PRV located at either the Smith Rd connection point to the existing watermain between Mill St and Reeves Rd or the alternate location near the intersection of Mill St and Pembroke Dr.
  • the installation of fire hydrants, valves, services, appurtenances, watermain connections, residential hook-ups, and surface restoration.

Residents within the proposed Southeast Water District service area are dependent upon individual groundwater supplies that historically have produced very low yields of poor quality water.

The project is located along portions of Smith Road (County Road 219), Sand Hill Road (County Road 226), White Road, Sheridan Road, Deneering Road, Cambier Road, Lyon Road (County Road 222), Reeves Road, and Jagger Road, and Mill Street, Town of Marion.

Construction will also include installation of fire hydrants, valves, services, appurtenances, watermain connections, residential hook-ups, and surface restoration. As the Town of Marion will take the lead on implementing the proposed water system improvements, the Town will enter into an inter-municipal agreement with the Town of Sodus. At the appropriate time, each Town will create a water district encompassing the improvements, which are preliminarily referred to as the Town of Marion Northeast Quadrant Water District Phase 3, and the Town of Sodus Water District No. 13, respectively.
