Negative Declaration

Jefferson County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Barrett Paving Materials, Inc. Pamelia Limestone Quarry will not have a significant adverse environmental impact. The action involves a proposal by the applicant, Barrett Paving Materials, Inc., to establish a standard 25 foot setback from the property line within the eastern portion of their Pamelia site. The land will be used to construct a perimeter berm along the eastern boundary of the site and no excavations planned for this area. This expansion will result in a net addition of 5.2 acres of land to their life of mine boundary resulting in a new life of mine boundary of 185.2 acres. The mine is a traditional stone quarry extracting the Lowville limestone and Pamelia dolostone by traditional stone quarry blasting techniques. This is an existing facility with the only change being the addition of the 5.2 acres to the life of mine boundary. Reclamation for this facility calls for the quarry to be flooded and all non flooded areas will be covered with overburden and topsoil. These areas will then be seeded with an approved USDA NRCS seed mixture. The life-of-mine area is proposed to be 185.2 acres. The project is located on the east site of NYS Route 37, approximately one mile north of the intersection of Routes 37 and 342 in the Town of Pamelia, New York.

Jefferson County - The Town of Champion, as lead agency, has determined that the proposed Sewer District #2 Improvements will not have a significant adverse environmental impact. The action involves the replacement of existing gravity transmission, the study of an extension to the collection system, new construction within the district and district extensions. The project is located in Sewer District #2 of the Town of Champion, New York.
