Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a modified Air State Facility permit that will include a capping condition for carbon dioxide (CO2) at the SUNY Albany campus facility. This capping condition is being added in response to the Environmental Protection Agency's, Prevention of Significant Deterioration and Title V Greenhouse Gas (GHG) tailoring rule promulgated on June 3, 2010. This permit modification includes an enforceable emissions cap limiting GHGs to no greater than 99,000 tons per year of CO2 equivalents.

Persons wishing to inspect the subject Air State Facility files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. Project Description:

The applicant proposes an additional discharge of 250 gallons per day of vehicle wash water to the existing discharge of up to 250 gallons per day of snowmelt water from parked vehicles, for a new total flow limit of 500 gallons per day. The proposed wash system will be used with cold water without the addition of detergents or cleaners, a pre-treatment system will be used, after which the water will go through the existing oil and water separator and discharge via the existing outfall at the applicant's facility located at 20 NYC Highway 30A, Downsville, NY. The department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the ECL. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project. Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0026034) for the surface discharge of treated wastewater to the Hudson River, a class C water.

The East Greenbush WWTP has a design flow of 2.5 MGD. Treatment at the facility consists of comminution, grit separation, primary clarification, activated sludge, final clarification and UV disinfection.

DEC proposes to incorporate the following modifications to this permit: -Chlorine has been removed because of the installation of UV for disinfection. -A Mercury Minimization Program has been added. -Forms have been updated incorporating the latest general conditions.

Additional requirements concerning possible plant upgrades and/or connections to Rensselaer County Sewer District are covered under a separate document, the Consent Order: R4-2000-1013-125-M6.
