Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a renewal of the Air Title V permit for this existing facility.

The facility consists of three 1,370 kilowatt (kW) internal combustion engines capable of firing diesel fuel or a combination of diesel fuel and natural gas and one 1,375 kW standby engine firing exclusively diesel fuel. This permit renewal includes newly added conditions that require the facility to operate a selective catalytic reduction system and oxidation catalyst in order to demonstrate compliance with the requirements of 6 NYCRR Part 227-2. The facility is also required to conduct periodic stack testing in order to demonstrate compliance with applicable emission standards.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. Project Description:

The applicant proposes to repave and elevate the existing 2-lane roadway a maximum of 2.3 feet (typical 1.5 feet) above existing grade in the same location along a 5.1 mile portion of Dune Road that extends from the Quogue Village line to Shinnecock Inlet. The increase in elevation is to address periodic flooding that has occurred along this section of roadway, and no new lanes are proposed. Regulated wetlands extend to the edge of the existing pavement in some areas, and these areas will be affected by the project. The installation of a series drainage galleys/culverts will maintain/enhance the hydrology, and plantings of native vegetation and wetland areas will be established to mitigate wetland impacts.
