Negative Declaration

Nassau County - The Nassau County Legislature, as lead agency, has determined that the proposed Long Term Use and Occupancy License on County Owned Property known as Eisenhower Park, will not have a significant adverse environmental impact. The action involves a proposal by Nassau County to enter into a Long Term License Agreement with Twin Rinks at Eisenhower, LLC to construct and operate a Twin Rink Indoor Ice Skating Facility, an outdoor ice hockey rink and a 100 stall parking lot on an approximately 6 acre underutilized portion of Eisenhower Park.

Twin Rinks at Eisenhower, LLC proposes to construct two indoor ice hockey rinks adjacent to the Nassau County Aquatic Center in Eisenhower Park. The indoor facility would be approximately 80,000 square feet with a 2 to 3 story building height (the 3rd level would be a mezzanine). The main floor is planned to include the two rinks, bleachers, locker rooms, a ticket office, a small concessions space, a gallery, storage space, and restrooms. The upper floor will be a smaller footprint, since the ice rinks and bleacher seating would be open to the roof. The upper floor is proposed to have offices, a viewing platform, a workout training facility, an off ice training center and restrooms.

The project site is within the Eisenhower Park recreation complex. However, the proposed project will not result in the loss of active parkland or recreational facilities. Upon completion of the project, there will be several improvements to the existing area, including: additional recreational facilities, new landscaping, and a new parking lot featuring pervious pavement. In addition, the current bicycle/pedestrian path will be rerouted to improve safety and circulation within the park.

The project will also feature an outdoor hockey rink. The outdoor rink could be built at any time after this facility opens; there is no set construction date. The intent is for the outdoor rink to provide outdoor skating space for uses that would otherwise occur inside the building (the outdoor rink would be used in lieu of one of the indoor rinks).

The project is located at the southwest portion of Eisenhower Park, adjacent to Merrick Avenue in Salisbury, Town of Hempstead, New York.
