Title V Permit Renewal 2

The Orange County Sanitary Landfill is an existing 75 acre facility which opened in 1974 and continued to accept solid waste until January 1992. A landfill gas extraction/collection system and landfill gas to energy facility was installed in 1988 and operated until circa 2004. Final closure of the facility was completed in 1995 under remedial action required by the NYS Department of Environmental Conservation. The facility is required to obtain a Title V permit pursuant to 40 CFR Part 60 Subpart Cc, Emission Guidelines and Compliance Times for Municipal Solid Waste Landfills, and 6 NYCRR Part 208.

A performance test to determine site specific concentration of NMOC was completed September 11, 2001 and June 5, 2007. A Source Emissions Test Report dated November 2001, December 2001 and July 2007 document recalculated NMOC emissions from the landfill as below 50 megagrams per year. The Orange County Sanitary Landfill shall conduct future testing at the request of the NYSDEC.

The Standard Industrial Classification representative of the landfill is 4953 - Refuse Systems.

In accordance with 6NYCRR Parts 621.7(d)(9) and 201-6.4(c), the Administrator of the US Environmental Protection Agency has the authority to bar issuance of any Title V facility permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a modification for a Title V Air Facility permit for the operation of two combustion engineering tangentially-fired steam generating boilers (non-caps) located at the Roseton Generating Facility.

As required under Part 249, each BART determination, such as the BART determination discussed in this notice, will be submitted to the U.S. EPA for Approval as a revision to the State Implementation Plan. The SO2 limit was the result of a Federal Implementation Plan.

BART Determination for Roseton Units 1 and 2. Effective January 1, 2014. SO2 limit of 0.55 lb/mm BTU with a 24 hour averaging period.

Project Description:

New York State Department of Corrections and Community Supervision (NYSDOCCS) Air State Facility permit modification for the Bedford Hills/Taconic Correctional Facility (CF) located in Bedford Hills, New York. The permit modification is for the imposition of a cap on greenhouse gas emissions at 198,000,000 pounds of carbon dioxide equivalents to ensure that a Title V permit is not needed. The facility is also adding its waste water treatment plant and digester as a new emission unit. Existing facility emission units includes four dual fired boilers, operation a 500 kw natural gas engine to supplement the boilers, and three diesel generators (one 1000 kw and two 1500 kw) used in an energy demand response program and for emergency power.
