Project Title: Elizabethtown Community Hospital

Location: New York State Route 9N in Elizabethtown, New York.

Project Description: The action involves expansion of an existing medical facility in a Resource Management land use area within 150 feet of NYS Route 9N, a highway critical environmental area.


Negative Declaration

Clinton, Essex and Franklin Counties - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Adoption of the Taylor Pond Management Complex Unit Management Plan will not have a significant adverse environmental impact. The action involves the adoption of a comprehensive Unit Management Plan addressing the use of and preservation of fee owned public lands as well as publicly owned easement lands. Section 816 of the Adirondack Park Agency Act (Executive Law) requires the NYS DEC to develop in consultation with the Adirondack Park Agency (APA), individual Unit Management Plans for each unit under its jurisdiction classified in the Adirondack Park State Land Master Plan. Actions include boundary line marking, new trail construction, including trails for hiking, horseback riding, skiing/snowshoeing and all terrain bicycle use, trail upgrades and relocations, parking lot and trail head construction, parking lot improvements, search and rescue operations, maintenance of existing facilities, including, blowdown removal, erosion control, litter removal, and sign replacement, public information and education, public use controls, fish stocking and possible pond reclamation. The project is located in the Towns of Ausable, Black Brook, Peru, Saranac, Chesterfield, Elizabethtown, Essex, Jay, Lewis, St. Armand, Westport, Willsboro, and Franklin, New York.

Washington County - The New York State Department of Transportation (NYS DOT), as lead agency, has determined that the proposed US Route 4 at NYS Route 149 Intersection Improvement Project will not have a significant adverse environmental impact. The action involves the improvement of the radii on both the northwest and southwest quadrants of the intersection to highway standards for truck movement. The remaining pavement surface would be improved by milling and resurfacing. All curb and side walk will be replaced and tied into the existing closed drainage system on the Clay Hill Road leg.. The project is located at US Route 4 and NYS Route 149 in the Village of Fort Ann, New York.
