Negative Declaration

Putnam County - The New York State Department of Transportation (NYS DOT), as lead agency, has determined that the proposed NYS Route 9D Retaining Wall Repair at St. Philip's church will not have a significant adverse environmental impact. The action involves the repair of approximately 500 feet of the existing stone retaining wall on the property of St. Phillips Church, a property listed on the National Register of Historic Places. The New York State Museum indicated that the wall is a contributing element of the property. The wall supports Route 9D and its repair will insure the continued safe use of this state road. The project is located on the west side of Route 9D in the Town of Philipstown, New York.

Westchester County - The Town of Somers Planning Board, as lead agency, has determined that the proposed Mews at Baldwin Place Phase 2 - Senior Affordable Housing will not have a significant adverse environmental impact. The proposed action consists of the following components:

1. Site Plan approval for Applicants the Housing Action Council, Inc. and The Kearney Realty and Development Group Inc. for the Mews at Baldwin Place Phase 2, to construct a 75 unit senior affordable housing development on the proposed newly created 7.7139 acre subdivided lot.
2. Tree Removal Permit.
3. Stormwater Management and Erosion and Sediment Control Permit.
4. Steep Slope Protection Permit.

The project is located on Clayton Boulevard and US Route 6, Somers, New York.

Westchester County - The Town of Mamaroneck Planning Board, as lead agency, has determined that the proposed Bonnie Briar County Club Site Plan Amendment and Wetlands and Watercourses Permit will not have a significant adverse environmental impact. The action involves the filling and regrading tee boxes and greens for holes 17 ad 18, modification to golf cart path, widening drainage channel and creation of a planted water feature. The project is located at 808 Weaver Street in the Town of Mamroneck, New York.

Notice of Acceptance of Final GEIS

Sullivan County - The Town of Thompson Town Board, as lead agency, has accepted a Final Generic Environmental Impact Statement on the proposed EPT Concord Resort. The Final GEIS is available from the Thompson Town Hall, 4052 State Route 42, Monticello, NY, 12701; the Crawford Public Library, 393 Broadway, Monticello, NY, 12701 and on line at: www.townofthompson.com.

The action involves a proposal by the applicant, EPT Concord II, LLC, to develop a master planned destination resort community (EPT Concord Resort) on approximately 1,583 acres of land that it owns in the Town of Thompson. When complete, the EPT Concord Resort will include an 18 hole golf course, a casino and harness horse racetrack, hotels, a residential village with a mix of unit types including condos, apartments, townhouses and detached single family homes, a civic center, an active adult community, an entertainment district with cinema and supporting retail, an RV park, and a multi-use trail system with abundant open space. To develop the EPT Concord Resort, the applicant has initiated the following: First, the applicant has petitioned the Town Board of the Town of Thompson for an amendment to the Town of Thompson Planned Resort Development (PRD) section of the zoning law (Town Code § 270-27.2) to enable the development of the EPT Concord Resort at the site of the former Concord Resort. Second, the applicant seeks approval from the Town Board for a new PRD Comprehensive Development Plan (CDP) for the approximately 1,583 acre project site. The approval of the CDP is contingent on the adoption of the proposed zoning text. Third, the Applicant seeks Site Plan Approval from the Town of Thompson Planning Board for the first phase development of the Proposed Project (Phase 1) that will include a casino, hotel, harness horse racetrack and related facilities.

The project is located primarily on the east side of Concord Road, south of Kiamesha Lake Road, southeast of Rock Ridge Drive and an irregular boundary on the eastern side, in the Town of Thompson, New York.
