Project Description:
The Village of Sackets Harbor Sewage Treatment Plant has requested a modification of their State Pollutant Discharge Elimination System (SPDES) permit to fulfill requirements for the discharge of ammonia. The DEC, in response, has proposed the following near-shore water quality requirements: Total Ammonia monthly average limits of 7.0 mg/l from May 1 to October 30; and 10 mg/l from November 1 to April 30. Changes to permit language will be made to reflect these limits and update forms. Mercury Minimization Program language in the permit is also proposed to be updated.

State Environmental Quality Review (SEQR) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The applicant proposes to develop and operate a 1.4 acre surface sand and gravel mine within a 15 acre parcel south of Ogdensburg. The project site is Herbert Hughes' property, located south of Sims Camp Road, approximately one mile from its intersection with County Route 6 (Black Lake Road), in the Town of Oswegatchie. The mine is intended to operate as a traditional surface extraction of the Udorthents loamy soil, which is the predominate soil type on the site. Mining is proposed for above the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations. Mining is proposed to remove approximately 17,000 cubic yards of aggregate sand and gravel over the estimated 5 years operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank". No processing, screening or crushing will take place on site. Final reclamation will restore the site to a +/- 1.4 acre uniformly graded and re-vegetated open land.

State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
