Project Description:

This project is located on Stone Quarry Road, approximately 3,000 feet west of the intersection of Stone Quarry Road and Ross Hill Road, in the Town of Conklin, Broome County.

The site is an existing bluestone quarry with approximately 13.6 acres of previously affected area. The applicant proposes to expand the previously affected area by 5.9 acres to an 18.7 acre life-of-mine area within a 102.5 acre parcel, on property owned by Harvey Decker.

Project Description:

The applicant proposes a new 39.5 acre life of mine on a 200 acre parcel owned by Frances Sylstra located on the west side of Turner Street, approximately one mile north of NYS Rte 12 in the Town of Preston, Chenango County. Shale, bluestone and sandstone will be mined with an excavator and bulldozer, screened and crushed, and trucked off site. The existing agricultural and forested lands will be reclaimed to similar productive habitats when mining is completed. No blasting is proposed. No significant adverse impacts are identified. Application, plans and report are available for review in the DEC Cortland Office.

Project Description:

The applicant proposes to upgrade and expand the existing pilot scale aerated static pile (ASP) food waste composting system to a full scale system at the Amboy Compost Facility. The proposed facility is designed to process an average of 16,000 cy/year of food waste (9,600 tons/year) amended with 48,000 cy/year of yard waste to produce approximately 36,000 cy/year of finished compost product on an average annual basis. The facility is seeking an approved design capacity of 40 dry tons/day (peak daily rate).

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY0030571) for the surface discharge treated wastewater to the Seneca River, a class B water.

The Baldwinsville Seneca Knolls WWTP has a design flow of 9.0 MGD. Treatment at the facility consists of two mechanical bar screens, two aerated grit chambers, two primary settling tanks, five aeration tanks, five final settling tanks, two chlorine contact tanks, and two aerobic digesters.

DEC proposes to incorporate the following modifications to this permit: - Stormwater outfalls table listing onsite stormwater only outfalls from roofs and catch basins was added. - The 50 ng/l action level for Mercury has been change to a permit limit of 50 ng/l. - The seasonal calculated water quality based effluent limit for Total Residual Chlorine has been reduced (2.0 mg/l to 0.8 mg/l). - Best Management Practices for Sanitary Sewer Systems with Active Overflows requirements have been added. - Discharge Notification Act Requirements have been updated.
