Project Description:

The proposed project will create a new water distribution system to serve residents and businesses within the Town of Alexandria's water district. The northern boundary of the extension begins at the center line of Otter Street and follows NYS Route 12 to the west, towards the Orleans/Alexandria Town line. The district then proceeds southerly following the NYS Route 12/NYS Route 81 Interstate interchange towards Ledges Road; then easterly along the tax parcels above Baily Settlement Road and returning to Otter Street. Approximately 16,000 linear feet of 12 inch water main, a booster pump station, and service laterals will be installed; water will be supplied from the Village of Alexandria. Justification for the project is due to a lack of existing public water and the inadequate groundwater supply in the area.

SEQR Lead Agency: Alexandria Town Board

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Dec 13, 2012.

Project Description:

The ReEnergy Black River Generation Facility (formerly known as Black River Generation), a 58 MW steam facility located on Fort Drum, proposes to modify the existing State Pollutant Discharge Elimination System (SPDES) permit to reflect changes in plant operations for the utilization of bio-mass as a main fuel source at the facility. DEC has reviewed the application and proposes to issue a modified permit with the following changes: - Administrative changes and corrections on page 1 of the permit. -New stormwater outfall 005 has been proposed to discharge to an un-named tributary to St. James Lake also known as Remington Pond. -Outfalls 001 and 01C wastewater type has been changed due to the change of fuel from coal based to biomass and alternative fuel based. -Footnotes have been updated. -Flow monitoring and parameter limits have been proposed for new stormwater Outfall 005. -Additional Permit Requirements have been updated. -A Schedule of Submittal for Outfalls 01C and 005 have been included. - Biological Monitoring Requirements have been updated. -Thermal Study Requirements have been updated. -The Schedule of Compliance has been removed and the following documents submittal and installing of the closed-cycle cooling system have been rescheduled: Annual Water Use Summary Report, Thermal Criteria Study Plan, Thermal Criteria Report. -Monitoring Locations and Site Map pages have been updated. -Best Management Practices have been updated. -Mercury Minimization Program has been updated. -Recording, Reporting and Additional Monitoring requirements have been updated.

Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
