Project Description:
The applicant proposes to extend the Toad Harbor WD with 1700 feet of 8" and 12" ductile iron water main for an additional 5,610 gpd along Depot Road to 11 single family residences, and along County Route 11 including 5 residences, the Town Highway Garage, Volunteer Fire Department and the Town Hall. Minor temporary disturbance to NYS Freshwater Wetland MA-1 will occur during the installation.

State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: West Monroe Town Board
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The public comment period for the State Pollutant Discharge Elimination System (SPDES) Permit (NY0244741) has been extended an additional 30 days and will now end on Wednesday, December 19, 2012. A Notice of Intent to Modify was published in the Environmental Notice Bulletin on October 17, 2012 and in the Ithaca Journal on October 19, 2012. Cornell University's Lake Source Cooling Facility withdraws water from Cayuga Lake to cool campus buildings. Under the proposed draft permit Cornell University will undertake a study to identify the sources and impacts of phosphorus to support the development of a total maximum daily load.
