Oswego County - The Town of West Monroe, as lead agency, has determined that the proposed Big Bay Sewer District Improvements and Proposed Toad Harbor Sewer District will not have a significant adverse environmental impact.
The action involves capital improvements to the existing Big Bay Sewer District including: the replacement of existing grinder pumps, demolition of the existing Big Bay Wastewater Treatment Plant (WWTP), construction of a new duplex submersible pump station and flow equalization tank on the existing Big Bay WWTP site, construction of approximately 600 feet of new 4 inch low-pressure force main to be direct drilled under an existing marina inlet to Bradbury Road, construction of approximately 3,000 feet of new 4 inch low-pressure force main along Bradbury Road and County Route 37 under the I-81 bridge crossing to an existing Fort Brewerton Sewer District sewer manhole in the Town of Hastings, construction of a sewer maintenance garage for storage, maintenance, and repair of grinder pumps and related sewer equipment, construction of a new sequencing batch reactor, aerobic digester, and other miscellaneous improvements at the Town of Hasting Fort Brewerton WWTP.
The proposed project also includes the formation of the Toad Harbor Sewer District in the Town of West Monroe and subsequent installation of: approximately 2,000 feet of new 2 inch low-pressure force main and approximately 3,000 feet of new 3 inch low-pressure force main to be installed on McCloud Road, installation of 520 feet of new 1.25 inch, 1,600 feet of new 2 inch, and approximately 2,600 feet of new 3 inch low-pressure force main on Toad Harbor Road, approximately 1,500 feet of new 2 inch and approximately 900 feet of new 3 inch low-pressure force main on Wedgeworth Point and Wedgeworth Drive, approximately 300 feet of new 2 inch low-pressure force main along an unnamed street, approximately 1,400 feet of new 2 inch low-pressure force main along Smith Point Road, approximately 1,000 feet of new 2 inch low-pressure force main on Woodland Drive, approximately 4,600 feet of 4 inch low-pressure force main on Shaw Road, new service laterals, individual electrical services, and grinder pumps (shared or individual) for the developed properties within the district, the construction of a new duplex submersible pump station off of Shaw Road, and the construction of approximately 9,400 feet of new dual-contained HDPE low-pressure force main across a portion of Oneida Lake known as "Big Bay".
The proposed project is located in the Town of West Monroe and the Town of Hastings, New York.
