Amendments of the Final Freshwater Wetlands Maps

Subsequent to the promulgation of the final Freshwater Wetlands Maps for Jefferson County on August 20, 1986, New York State Department of Environmental Conservation (NYS DEC) Staff found an inaccuracy affecting Maps 34 and 35 of 40. Having fully investigated this site, NYS DEC Staff sent notice of the proposed amendment to the affected landowners and published notice in local newspapers and in the Environmental Notice Bulletin (ENB). NYS DEC Staff reviewed public comments received during the comment period and no public hearing was held. Upon review of NYS DEC Staff's findings and recommendations relative to this matter, the NYS DEC Commissioner was satisfied that NYS DEC Staff appropriately responded to all oral and written comments on the proposed amendment, and that NYS DEC Staff's recommendations were consistent with the requirements of the Freshwater Wetlands Act and supported by the record. The NYS DEC Commissioner ordered that an adjustment be made to the boundary of Wetland A-6 on Maps 34 and 35 of 40 for Jefferson County, effective November 14, 2012. A copy of the final maps and wetland classification sheets will be filed with the office of the clerk of each affected local government and in the NYS DEC Region 6 Office, Watertown, NY.

Project Description: The action involves a three lot subdivision involving wetlands to create Lot 24B, a 7.27 ± acre lot containing wetlands and 583 ± feet of shoreline on Second Lake improved by a pre-existing existing boathouse and shed, and is to be prospectively improved by the construction of one new single family dwelling with on-site water supply and on-site wastewater treatment systems; Lot 22B, a 14.2 ± acre lot containing wetlands and 1,396 ± feet of shoreline improved with existing pre-existing residential development; and Lot 20B, a vacant 11.53± acre lot containing wetlands with 507 ± feet of shoreline.

Negative Declaration

St. Lawrence County - The Planning Board of the Town of Pierrepont, as lead agency, has determined that the proposed St. Lawrence Seaway RSA Cellular Partnership d/b/a Verizon Wireless Hannawa Falls Communications Facility will not have a significant adverse environmental impact. The action involves the construction, operation and maintenance of a public utility / personal wireless service facility consisting of a single 195 ± feet tall lattice communications tower (199 ± feet tall including 4 ± feet lightning rod), fifteen (15) panel antennas mounted to the top of the tower, a 12 ± feet by 30 ± feet prefabricated equipment shelter at the base of the tower, a GPS antenna installation, microwave antennas as required for utility (telephone) service, and all connecting appurtenances, installations and utilities (power and telephone).

The project site consists of a 10,000 ± square foot parcel and 30 ± foot wide easement area on property now or formerly owned by Robert F. Weegar. The 30 ± foot easement area will be improved to a width of approximately 12 foot with gravel and crushed stone, to provide the Applicant with suitable ingress and egress. Utilities will be installed underground along this easement area, running from the nearest existing service point at or near the premises.

The facility will be unmanned, and visited by each tower user approximately 1 - 3 times per month for routine maintenance purposes. As such, this project will not result in any water supply and/or sewage treatment / disposal impact(s). In addition, neither pedestrian nor vehicular access will be significantly impacted.

The project is located on the north side of Paramenter Road, Town of Pierrepont, New York.

Notice of Acceptance of Final EIS

St. Lawrence County- The St. Lawrence County Legislature, as lead agency, has accepted a Final Generic Environmental Impact Statement on the proposed St. Lawrence County Multi-Use Recreational Trail System. A hard copy of the Final EIS is available at St. Lawrence County Highway Department, 44 Park Street, Canton, NY 13617. The online version is available at the following publicly available web site: www.co.st-lawrence.ny.us/.

The action involves the proposed St. Lawrence County Multi-Use Recreational Trail System which incorporates the use of existing Town and County roadways, County-owned parcels and some private parcels of land, to form a network of trails that cover a large expanse of the County. A base network of trails has been identified and environmental conditions reviewed. This network consists of existing trails that have been used by local outdoor enthusiasts for years. The proposed trail system will provide excellent trail opportunities for ATV enthusiasts, horseback riding, dog sledding, mountain biking, hiking, and other outdoor activities. Expansion of the trail system is expected in the future as a result of the St. Lawrence County's cooperative efforts in working with local town governments, private landowners, local user clubs, and other groups or individuals affiliated with the outdoor industry. The project is on various local roads, logging roads, and off road trails throughout St. Lawrence County, New York.
