Project Description:

The applicant proposes to establish a new water district, Water District No. 11, with a taking of a supply of water in amounts up to 5,500 gallons per day from the Niagara County Water District to serve 11 residential properties; and install approximately 5,970 lineal feet of 8" DR-14 PVC watermain, hydrants, valves and appurtenances within the town ROW of Ridgeway-Yates Townline Rd. in the Town of Ridgeway, Orleans County.

The Department has made a tentative determination to approve this application. As a tentative determination, the Department is seeking public comment on this application prior to making a final decision on permit issuance.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Ridgeway Town Board

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Nov 23, 2012.

Project Description:

The Department has received a complete application to create the Town of Sodus Water District No. 10 and to take for use therein a combined supply of water up to 36,000 gallons per day from the Village of Sodus and Town of Williamson. This project also includes the installation of approximately 26,700 linear feet of 8 inch water main, hydrants, valves and other appurtenances along portions of Podger, Richardson, Tripp, Morris Hill and South Centenary Roads to serve 71 properties. Portions of the proposed water main will be bored under federal wetlands and 5 Class C streams and portions on South Centenary and Podger Roads will be installed within the regulated 100 foot adjacent area of NYS state regulated freshwater wetlands SO-7, WI-22 and WI-23 by trenching. Proper sediment and erosion controls will be employed to maintain the water quality standards of the streams and wetlands. Additional measures will be taken to control the spread of invasive plant species found within the project area.

The Department has made a tentative determination to approve this application. As a tentative determination, the Department is seeking public comment on this application prior to making a final decision on permit issuance.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
