Negative Declaration

Chautauqua County - The New York State Thruway Authority (NYSTA), as lead agency, has determined that the proposed Wind Energy Conversion System Installation - Various Locations on the New York State Thruway (Silver Creek) will not have a significant adverse environmental impact. The action involves a proposal by the New York State Thruway Authority to construct and operate a single, non-commercial wind energy conversion system (WECS) wind turbine, with an installed capacity of up to 275 kw at the existing NYSTA Silver Creek Interchange, Exit 58 (milepost 456.0) in the Town of Hanover, New York. The project will include the following key components:

  • The installation and operation of one (1) wind energy conversion turbine system consisting of a three-sectional steel grade monopole support tower approximately 120 feet in height from its foundation to the top of the tower.
  • A nacelle with its hub approximately 4 feet above the top of the tower.
  • A two-bladed rotor assembly attached to the nacelle with a total rotor diameter of 105 feet.
  • A temporary construction laydown area and access road on NYSTA property to the wind turbine and associated structures.
  • A total wind turbine height from its foundation to the blade tip extended to its highest point of approximately 155 feet.

The project is anticipated to disturb less than an acre of land, and would therefore not require New York State Department of Environmental Conservation (NYS DEC) SPDES General Permit coverage.

New York. The project will include the following key components:

  • The installation and operation of one (1) wind energy conversion turbine system consisting of a three-sectional steel grade monopole support tower approximately 120 feet in height from its foundation to the top of the tower.
  • A nacelle with its hub approximately 4 feet above the top of the tower.

The project will include the following key components:

  • The installation and operation of one (1) wind energy conversion turbine system consisting of a three-sectional steel grade monopole support tower approximately 120 feet in height from its foundation to the top of the tower.
  • A nacelle with its hub approximately 4 feet above the top of the tower.
  • A two-bladed rotor assembly attached to the nacelle with a total rotor diameter of 105 feet.
  • A temporary construction laydown area and access road on NYSTA property to the wind turbine and associated structures.

  • A nacelle with its hub approximately 4 feet above the top of the tower.
  • A two-bladed rotor assembly attached to the nacelle with a total rotor diameter of 105 feet.
  • A temporary construction laydown area and access road on NYSTA property to the wind turbine and associated structures.

The project will include the following key components:

  • The installation and operation of one (1) wind energy conversion turbine system consisting of a three-section steel grade monopole support tower approximately 120 feet in height from its foundation to the top of the tower.
  • A nacelle with its hub approximately 4 feet above the top of the tower.
  • A two bladed rotor assembly attached to the nacelle with a total rotor diameter of 105 feet.
  • A temporary construction laydown area and access road on NYSTA property to the wind turbine and associated structures,
  • A total wind turbine height from its foundation to the blade tip extended to its highest point of approximately 155 feet.
