Project Description:

The proposed project consists of the creation of a 57 acre, surface, unconsolidated (sand and gravel) mine on a 143 acre site in the Town of Amenia. The proposed mining operation will be conducted in seven phases that will span approximately 20 years and result in the extraction of 2.8 million cubic yards of sand and gravel from the site. A portable wash plant and crusher will be utilized at the site for material processing. Water for the wash plant will be taken from an existing pond located to the north of the proposed mine.

Project Description:

The Department has made a tentative determination to re-issue a State Pollutant Discharge Elimination System (SPDES) permit for the discharge of 100,000 gallons per day of treated sanitary wastewater, from a tertiary treatment plant, to the Fishkill Creek [Class C(t)]. The proposed discharge is associated with "The Springs at Beekman," a proposed 199-lot subdivision of approximately 370 acres. The original SPDES permit was issued in 2006 and subsequently allowed to expire. Also applied for are permits for Freshwater Wetlands, for disturbances associated with the installation of piping to connect to potable water wells located within the 100 foot adjacent area of NYS Freshwater Wetland PQ-8, and Stream Disturbance, for the construction of the wastewater treatment plant outfall on the bank of the Fishkill Creek. These permits were also originally issued in 2006 and allowed to expire. A Draft SPDES permit is available for review at the DEC Region 3 office in New Paltz.

Project Description:

The Department has prepared a Draft Air State Facility permit for Doral Arrowwood Hotel Conference Center. The facility had previous permits from NYSDEC for a 32.5 mmBTU/hr boiler. This boiler had subsequently been replaced by two exempt smaller units, specifically two Cleaverbrooks boilers each rated at 5.1 mmBTU/hr, both of which have subsequently been eliminated.

All current combustion sources at the facility burn natural gas. This State Facility permit caps NOx emissions from these sources to less than 22.5 tons/year. All sources are included under the following three emission units:

  • U-00001 comprises one 75 KW cogen and two boilers rated at 5.1 mmBTU/hr each.
  • U-00002 comprises two boilers rated at 10.46 mmBTU/hr each, which can also burn fuel oil, and two chillers which are exempt sources.
  • U-00003 comprises three cogens each rated at 100KW.

Applicable regulations include 6NYCRR Parts 200, 201-1, 201-3, 201-6, 202, 215, 225, 227, 40 CFR 68, and 40 CFR 82 F.
