The New York State Department of Environmental Conservation (NYS DEC) has received a Brownfield Cleanup Program (BCP) application and Remedial Investigation Work Plan (RIWP) from Ilion Properties, Inc. for a site known as the Former Duofold Site, site ID #C622030. This site is located in the Village of Ilion, within the County of Herkimer, and is located at 7 Spruce Street. Comments regarding this application must be submitted no later than November 23, 2012. This site is located in the Town of Lowville, within the County of Lewis, and is located at 5502 Trinity Avenue, Lowville, NY 13367. Comments regarding this action must be submitted no later than November 23, 2012. Negative Declaration

Jefferson County - The Town of LeRay Town Board, as lead agency, has determined that the proposed Sewer District # 4 will not have a significant adverse environmental impact. The action involves the construction of a new waste water collection system comprising of approximately 15,300 lineal feet of PVC gravity main; 11,370 lineal feet of PVC gravity service laterals; 4,500 lineal feet of PVC forcemain; 570 vertical feet of precast concrete manholes; simplex grinder pump stations; service cleanouts; service connections and metered connections to the Fort Drum Sewer Line. Approximately 245 Equivalent Dwelling Units will be served as a part of this project. The project is located along US Route 11, NYS Routes 342 and 283, County Route 138, and Five Corners Road in the Town of LeRay, New York.

Jefferson County - The Town of LeRay Town Board, as lead agency, has determined that the proposed Blankenship, LLC will not have a significant adverse environmental impact. The action involves the construction of a 2 phased commercial development.

Phase 1 consists of a mixed use building of Auto Parts Sales, Auto Repair, Auto Sales, and Small retail, a total of 22,360 square feet; 127 parking spaces; stone parking area for display of up to 46 automobiles for sales; a new driveway entrance is proposed off what is presently a private access drive to Eagle Ridge; a stormwater detention basin and associated drainage improvements; connections to the public water, public sewer, National Grid electric and gas.

Phase 2 consists of two self-storage buildings, each 5,000 square feet; 4 parking spaces.

The project is located on NYS Route 342 in Calcium, Town of LeRay, New York.

Jefferson County - The Town of LeRay Town Board, as lead agency, has determined that the proposed Eagle Ridge Phase 5 will not have a significant adverse environmental impact. The action involves the construction of 92 multi-family residential units with associated infrastructure, 2365 ± linear feet of private internal road ways, and 86 garage units. The project is located on NYS Route 342 in Calcium, Town of LeRay, New York.

Jefferson County - The Town of Hounsfield, as lead agency, has determined that the proposed Local Law # 3 of 2012 will not have a significant adverse environmental impact. The action involves the adoption of a Local Law # 3 of 2012 to override the tax levy limit established in the General Municipal Law §3-c. The project is located throughout the Town of Hounsfield, New York.

Oneida County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Mined Land Use Plan, submitted by Robert J. Kratzenberg will not have a significant adverse environmental impact. The action involves a proposal by the applicant to develop and operate a 31.0 acre surface and gravel mine within a 38.0 acre parcel. The mine is intended to operate as a traditional surface extraction of sand and gravel. The Berkshire fine sandy loam is deep, well-drained sandy soil formed from glaciofluvial deposits and the permeability is moderate to moderately rapid. Mining is not proposed for below the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a 31.0 acre vegetated meadow suitable for future reforestation. Reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine area is 31.0 acres. The project is located west of NYS Route 28, 1,800 feet south of the Hamlet of Woodgate in the Town of Forestport, New York.

St. Lawrence County - The Village of Heuvelton, as lead agency, has determined that the proposed Clean Water State Revolving Fund (CWSRF) Wastewater Collection and Treatment System Upgrades will not have a significant adverse environmental impact. The action involves the replacement existing cement asbestos and clay tile gravity mains and deteriorated manholes with PVC gravity mains and precast concrete manholes and individual PVC laterals at each residence. It also consists of the upgrades to SCADA, and backup power to two lift stations, that pump solids, and replacement of a simplex grinder pump station serving 3 residences with a duplex grinder pump station. All sewer collection main work will occur within the previously disturbed road right-of-way (ROW).

At the Wastewater Treatment Plant (WWTP) the existing electrical entrance is corroded and needs replacement and the conduit housing the electrical wires is broken and allows water to leak in and around the wire and to flow back into the treatment buildings where the power enters.

The project is located on Village Streets within Village of Heuvelton, New York.
