Negative Declaration

Albany County - The New York State University Fund, as lead agency, has determined that the proposed Rehabilitation of the System Administration Building at the SUNY Plaza will not have a significant adverse environmental impact. The action involves proposed site improvements to the forecourt of the System Administration main building which will include a new circular driveway off Broadway to provide vehicular access and visitor parking. The interior of the circular drive will include a landscaped lawn, amphitheater seating and 34 flagpoles. New pedestrian walkways will be installed and existing walkways replaced to enhance connection between the site and adjacent properties. New landscaping will also be provided. A new 4 way traffic signal will replace an existing 3 way at the Broadway / Hudson Avenue entrance site. Between Federal Building and main building entrance, an expanded hydronic heating system, new walkway surfaces and stairway enhancements will be provided, as well as new lighting, signage and site furnishings. The project is located at the State University of New York (SUNY) System Administration, 353 Broadway in the City of Albany, New York.

Schenectady County - The Town of Rotterdam Planning Board, as lead agency, has determined that the proposed Feuz Road Eight Lot Subdivision will not have a significant adverse environmental impact. The action involves a Special Use Permit to allow placement of fill in 0.09 acres of Army Corps of Engineers (ACOE) wetland and fill/disturb lands within a portion of the 25 foot buffer area of an ACOE Wetland Area to facilitate an eight (8) lot Major Subdivision on a 6.38 acre parcel in two (2) phases. The project is located on the east side of Feuz Road, north of the intersection of Feuz Road and Countrywalk Road in the Town of Rotterdam, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Columbia and Rensselaer Counties - The Town of Stephentown Zoning Board of Appeals, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Stephentown Motocross Track. Written comments on the Draft EIS will be accepted until December 10, 2012. The Draft EIS is available from the Stephentown Town Hall, 26 Grange Hall Road, Stephentown, NY 12168 and on line on the Town of Stephentown website at: http://townofstephentown.org/.

The action involves a proposal by the applicant to construct a motorcross racing facility on an 88.6 acre parcel of land. The project site is situated between existing residential development to the west and north and commercial development to the south and east in the form of a circle track and dragstrip.

The proposed motorcross track would be constructed using the existing and to be constructed/modified topographic features of the site. The track surface would be earthen (not paved) and would feature uphill and downhill sections, jumps and banked curves. The track would cover about five (5) acres and its length would be approximately 0.6 miles.

Parking for spectators and entrants would be mowed fields surrounding the track. Concessions and restrooms would be by portable trailers moved onto the site for the event.

The project is located on Webster Hill Road in the Town of Stephentown, New York.
