Project Description:
The Department has received a request from Morton Salt, Inc. to modify their SPDES wastewater discharge permit for their facility located at 45 Ribaud Avenue East, Silver Springs. The permittee has installed a closed loop cooling tower that eliminates the discharge of cooling water and condensate. This significant change eliminates the majority of discharges, both in volume and in the number of compounds discharged. In addition, the permittee has closed one outfall and all flow, including stormwater, will discharge through a single outfall. The proposed permit is dramatically simplified to reflect the reduced discharge and the single discharge point.
Currently, the facility discharges stormwater and infrequently treated wastewater effluent from a packed bed wet scrubber that treats exhaust gas from a coal fired boiler.
The scrubber system discharges through an internal outfall and then to the same discharge point as the stormwater. The following list summarizes proposed changes to the permit: Administrative changes were made to the first page. Outfall 001 is closed; storm flow is rerouted to Outfall 002. Outfall 002 is renamed Outfall 001. Outfall 02A is renamed Outfall 01A. All parameters associated with cooling water or evaporator condensate have been deleted. Parameters required for sampling at Outfall 001 were changed. Effluent limits for Outfall 01A were calculated allowing for stream dilution. A flow limit was added to Outfall 01A. The mercury requirements were updated to reflect current Department policy. Parameters required for sampling at IS-3 were changed. Reporting estimates on flow to the septic systems were deleted. Maps and flow diagrams were updated. Biological Monitoring Requirements were updated. Water Treatment Chemical page was updated. The Schedule of Compliance was renamed Schedule of Submittals and updated.
The Department has made a tentative determination to approve this modification. As a tentative determination, the Department is seeking public comment prior to making a final decision on permit issuance. A draft permit is available for review.
