Extension of public sewers to Bridgeport and the Oneida lakeshore area to include directional drilling under class 3 and 2 state protected wetlands CL-7 and CL-8 for main installation, with open cutting as needed to cause temporary wetland disturbance of approximately 0.012 acres and protected adjacent area temporary disturbance of approximately 860 linear feet.

State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. The department must consult further with OPRHP before making a final decision regarding the issuance of the permit.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The Department has made a tentative determination to modify the existing discharge permit in accordance with the Environmental Benefit Permit Strategy system and per regulations 6NYCRR Part 750-1.18. The summary of the proposed changes in the draft permit as compared to the currently effective permit are: Winter (Nov 1 thru March 31) ammonia limit has decreased to 2.1 mg/L as NH3, the TRC limit has decreased to 0.02 mg/L and a Schedule of Compliance has been added which requires the Permittee to take action to achieve compliance with the effluent limit for Fecal Coliform and to make other process improvements to the Wastewater Treatment Plant. The proposed draft permit is anticipated to become effective December 1, 2012.
