The applicant proposes to process biosolids (wastewater treatment sludge) with a lime stabilization process utilizing specialized equipment (manufactured by Schwing Bioset) at its existing sludge composting facility located at 283 Smith Road. Material is proposed to be accepted at a daily average of 250 tons/day with a daily maximum of 450 tons/day. The site development includes: biosolids receiving and storage, a processing facility, and end product storage and loadout. The project involves the disturbance of approximately 9.0 acres to be utilized in site operations, biosolids storage, stormwater handling and material processing. The applicant has applied to modify the existing 6 NYCRR Part 360 operating permit that currently allows for the processing of 360 tons/day of biosolids and to obtain an Air State Facility Permit. The Department has prepared draft permits which are available for review.

State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
