The applicant proposes a mining permit renewal for a currently permitted 41-acre surface unconsolidated sand and gravel mine which includes onsite processing of material, on a 53.3 acre parcel. The renewal includes a proposed modification to convert a 12-acre area (within the previously approved 41-acre life of mine boundary) to surface consolidated rock quarry, which will include blasting and crushing. The maximum depth excavation will be 30', moving in a westward direction. The quarry floor will be maintained at least five feet above the seasonal high groundwater table. The proposed hours will be 7:00 AM - 5:00 PM Monday - Friday and 7:00 AM - 1:00 PM on Saturdays. The operation will generate three blasts per week for the first month, then one to two blasts per month during the construction season. Truck trips will be maximum 10 trips/hour, with an average of 3 trips/hour. The quarry area will reclaimed with vegetation. A stormwater retention basin, with a 10' wide weir with rip rap, will be installed within the 100' adjacent area of a Freshwater Wetland #M-18. The stormwater will pass through a series of stone check dams for filtering prior to discharge. The project will require coverage under an Industrial Stormwater SPDES permit (GP-0-06-002) for offsite surface water runoff. The project is located on the northerly side of Macadam Road, 1.1 miles east of NYS Route 22 in West Chazy.

State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
