Project Description:

Applicant proposes to extend Runway 13-31 to a length of 5,500 feet (extension of 2,300 feet on the Runway 13 approach end). The proposed project will involve the relocation and expansion of an existing stormwater management basin (SWMB) requiring the permanent filling of 0.5 acres of federally regulated wetland, and 544 linear feet (0.01 acres) of federally regulated ephemeral stream, the relocation of 558 feet of ephemeral swale, relocation of 544 feet of ephemeral stream, and culverting of 89 feet of perennial stream. In addition, 548 feet of ephemeral swale will be graded.

As part of the Army Corps of Engineer process to compensate for Federal wetland impacts, the applicant proposes the purchase and preservation of an approximately 19.1 acre parcel located within the Canandaigua Lake Watershed at 3735 Middle Cheshire Road, Canandaigua, Ontario County, NY. This project is being reviewed under a separate permit application (8-3224-00458/00001). Mitigation efforts will also include the enlargement of existing State Freshwater Wetland CL-8 (Class 2) into an upland area resulting in 0.5 acres of emergent wetland, the planting of 0.10 acres of to create a forested area, and protection of 9.5 acres of existing wetlands.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Ontario County IDA

State Historic Preservation Act (SHPA) Determination:

Based on the information provided in cultural resources survey reports for this project, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. Measures have been undertaken in consultation with OPRHP to avoid or mitigate impacts to registered or eligible resources. These agreed upon measures conclude the SHPA review.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Removal of approximately 232 cubic yards of accumulated sediment immediately upstream of Sugar Creek bridge crossing on East Sherman Hollow Rd is being proposed. Total distance of stream disturbance is 118 linear feet.
