Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue RockTenn-Solvay, LLC a Prevention of Significant Deterioration (PSD) modification to their existing Air State Facility (ASF) permit.

RockTenn-Solvay, LLC is a linerboard and corrugated medium facility utilizing three paper machines capable of producing a variety of linerboard and corrugated medium products. The facility also operates a wastewater treatment facility to treat the effluent from the paper making process and plans to add boilers for steam supply with this application.

RockTenn currently has an ASF permit issued to the facility. The facility submitted a PSD modification permit application (as triggered based on potential annual CO2 emissions) for the installation of at least two but not more than three, large dual-fired boilers (approximately 245 mmBTU/hr each). The equivalent of only two of the boilers (in terms of heat input) will operate at any one time. The boilers are required to provide process steam to the RockTenn facility and will be operated to provide steam instead of the coal fired boilers currently operated by Syracuse Energy Corporation.

The primary fuel for the boilers will be natural gas and ultra low sulfur diesel (ULSD) which will be used as a back-up fuel if there is a natural gas curtailment or supply emergency. The two initial boilers will also be equipped to burn bio gas generated from the anaerobic digester of RockTenn's waste water treatment facility. The heat input from the biogas will displace heat input from the natural gas at a maximum rate of 12 mmBTU/hr. RockTenn will retain the currently permitted flares for the biogas and will use them as backup for the boilers.

Until the third large boiler is installed, or if RockTenn chooses not to install a third boiler, RockTenn plans to utilize two back-up, dual-fired 99.9 mm BTU/hr boilers operating primarily on natural gas as a backup when one of the other boilers is down for maintenance.

The project is major for potential CO2 emissions, and will also have potential emissions of PM-10 and PM-2.5 above PSD significance thresholds. The draft permit contains conditions establishing Best Available Control Technology (BACT) for CO2, PM-10 and PM-2.5 emissions. BACT permit conditions for CO2 incorporate energy efficiency standards in terms of lbs steam produced per mmBtu heat input, as well as an annual cap on CO2 emissions. BACT permit conditions for PM-10 and PM-2.5 are based on firing clean fuels - natural gas and ULSD as a backup fuel.

The draft permit also contains several capping conditions to ensure emissions of NOx, SO2, and CO remain below PSD significance levels. The potential to emit for all other pollutants emitted by the project are below PSD significance thresholds.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: Solvay Village Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

Applicant proposes one permanent crossing of class 2 freshwater wetland SYW-17, affecting approximately 0.08 acre to facilitate roadway access within the proposed section E of Sherwood Heights subdivision. In addition, a proposed pocket pond storm water facility is proposed to impact approximately 0.33 ac of fww SYW-17 protected adjacent area.
