Negative Declaration

Onondaga County - The Empire State Development, as lead agency, has determined that the proposed Radisson New Community - Parcels 1-8 Land Use Changes will not have a significant adverse environmental impact. The action involves proposed changes to the land use classifications for Parcels 1-8 at the Radisson New Community (Radisson) site, an approximately 3,000 acre new community started in the early 1970's by the New York State Urban Development Corporation (UDC), d/b/a Empire State Development (ESD). Parcels 1-8, which total approximately 132 acres of land, are currently designated for Industrial or Commercial/Office uses and are proposed to be changed to Residential or Commercial/Retail uses. Overall, the proposed action will result in a reduction in Industrial areas by 119 acres and Commercial/Office areas by 13 acres, and an increase in Commercial/Retail areas by 98 acres and Residential areas by 34 acres. The proposed action will require an amendment to ESD's General Project Plan (GPP), which contains the land use controls for the Radisson site. The proposed action is limited to changes in land use classifications. No specific development plans have been proposed for the subject parcels. Any specific development plan will be subject to zoning and site plan approval, and further SEQRA review by the Town of Lysander. The project is located along Willett Parkway, Route 31 and Sixty Road in the Town of Lysander, New York.
