ENB - Region 6 Notices 9/26/2012
Herkimer County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Expansion of Mining Operations by PSG Realty, LLC will not have a significant adverse environmental impact. The action involves a proposal by the applicant to expand the mining operation by adding 55.34 acres to the current surface sand and gravel mine. The mine is intended to operate as a traditional surface extraction of sand and gravel. The Hinckley gravelly loamy sand is deep, excessively drained sandy soil formed from glaciofluvial deposits and very rapidly permeable. Mining is not proposed for below the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a 72.34 acre suitable for open space as a revegetated meadow. Reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture. The reviewed life-of-mine area is 55.34 acres of the 72.34 (LOM) acres. The project entrance to the PSG Realty, LLC Property is located 900 feet northeast of the NYS Route 8/Hurricane Road intersection in the Town of Norway, New York.
