Project Description:

The applicant proposes to modify their mining permit by adding 55.34 acres to the life of mine. With the proposal, this mining operation will consist of a 72.34 acre sand and gravel mine within a 110.16 acre parcel on NYS Rte 8 in the town of Norway. The project site is located approximately 2.7 miles north of the hamlet of Cold Brook. Mining is not proposed for below the local water table within the 55.34 acre expansion. Final reclamation will restore the site to 55.34 acres of meadow and brushland. Reclamation will include reseeding with an approved USDA SES seed mixture. The total reviewed expansion area is 55.34 acres. Provisions are made for crushing and screening operations at the site.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Oct 19, 2012.

The applicant states the action is necessary to enable the hauling and removal of boats from the river for winter storage.
