Project Title: Construction of a Snowmobile Trail from Seventh Lake to Eighth Lake.

Location: Moose River Plains Wild Forest, Town of Inlet, New York.

Project Description: Construction of approximately 1.9 miles of snowmobile trail from the Seventh Lake snowmobile trail to Eighth Lake Trail. This project was approved (Alternative 11, p. 119) in the Moose River Plains Wild Forest Unit Management Plan (UMP) / Generic Environmental Impact Statement (GEIS) January 2011. This project will be constructed in accordance with the NYS DEC's Management Guidance on "Snowmobile Trail Siting, Construction and Maintenance on Forest Preserve Lands in the Adirondack Park" and includes removal of 256 trees.

Any tree cutting will be in compliance with Lands and Forest Policy # 91-2 on Cutting, Removal or Destruction of Trees and Other Vegetation on Forest Preserve lands.


Notice of Public Hearing on Requested Variance From Adirondack Park Agency (APA) Act Shoreline Restrictions

Notice is hereby given that, pursuant to §806 of the Adirondack Park Agency Act (APA) (Article 27 of the Executive Law) and 9 NYCRR Parts 575 and 576, the Adirondack APA will hold a public hearing regarding the application of the Town of Harrietstown for a variance from the shoreline restrictions in Executive Law §806 and provisions of the Adirondack Park Land Use and Development Plan.

The public hearing will commence on Tuesday, September 24, 2012 at 10:00 a.m. in the Town of Harrietstown Town Hall auditorium at 39 Main Street, Saranac Lake, NY.

The variance site is located in the Town of Harrietstown/ Village of Saranac Lake, Franklin County, on a 0.584 ± acre property in an area designated as Hamlet on the Adirondack Park Land Use and Development Plan Map. The tax map number of the property is: Section 447.77, Block 3, Parcel 22.

The variance request involves the replacement of an existing 105 ± foot long retaining wall located behind the Town Hall building with a new retaining wall located within the same footprint that is three to four feet taller. The proposal also requests installation of a new 15 foot long wall from the existing sidewalk adjacent to the Town Hall connecting to the NYS Route 3 bridge abutment and the addition of a 100 ± square foot concrete ramp with metal railings to provide access from the sidewalk adjacent to the Town Hall down to the existing river walk sidewalk located under the bridge, both of which require review as new land use or development on State land administered by the New York State Department of Transportation.

Any person or public agency entitled to individual notice pursuant to 9 NYCRR §576.5(d)(2), and, at the discretion of the APA or its hearing officer, any other persons or public agencies, may participate. The applicants and their authorized representative will have an opportunity to describe the proposal and how it comports with the variance criteria set forth in 9 NYCRR Part 576. The APA or hearing officer will have authority to adopt such procedures as deemed necessary for the orderly conduct of the hearing, including the formal taking of testimony, sworn statements, cross examination of witnesses and reasonable limitations on testimony. The burden of demonstrating approvability under the variance criteria set forth in 9 NYCRR Part 576 rests with the applicants.

Any person may speak during the public comment period of this hearing, and may submit written comments before the hearing and until the close of the hearing. All comment letters received by the close of the hearing will become part of the unsworn record and will be transmitted to the APA Members for their consideration prior to any determination on the variance request.

Pursuant to §301(2) of the State Administrative Procedure Act, interpreter services will be made available to persons who are deaf or hearing impaired at no charge upon written request to the APA within a reasonable time prior to the hearing.

Project Title: Northwood School

Location: Town of North Elba, New York, on or near Northwood Road.

Project Description: The construction of a new two story classroom building on the Northwood School Campus, located behind (northwest) of the Main school building. The new building will consist of two, 2 story classroom wings connected by porch corridors on both levels. The classroom wings will have a footprint size of approximately 2,304 ± square feet (48 ± feet by 48 ± feet) and the overall building, including attached porches will have a footprint of approximately 3,600 ± square feet. The building will measure 52 feet in height from the highest point of a structure to the lower of either natural or finished grade. The building will be of an architectural style, materials and color scheme consistent with the Main school building.


Negative Declaration

Saratoga County - The Saratoga Springs Design Review Committee, as lead agency, has determined that the proposed Stewart's Shops Corp - Demolition of 243 Union Ave will not have a significant adverse environmental impact. The action involves the demolition of vacant 1 story building (formerly Cities Service/Citgo Gas Station) and site improvements including consistent gravel top-surfacing of site and planting plan. The project is located at 243 Union Avenue in the City of Saratoga Springs, New York.

Saratoga County - The Saratoga Springs City Council, as lead agency, has determined that the proposed Zoning Ordinance, City Code and Subdivision Regulations Revisions will not have a significant adverse environmental impact. The action involves updates and revisions to the City of Saratoga Spring's Zoning Ordinance (City Code 240), relating to the City Charter Section 3.6 and City Code Chapters 8, 19, 34, 51, 117, 118, 136, 165, 200A, A246 and A247. The last comprehensive update of the City's Zoning Code Ordinance was completed in 1990. Revisions include removal and/or editing of contradictory, duplicative and inconsistent language, general updating of language, reorganization of the documents into a more user friendly, accessible format and identification of policy questions and issues for future consideration. The project is located throughout the City of Saratoga Springs, New York.
