Project Description:

The applicant proposes to expand the existing sand and gravel mine to add 6.4 acres of land to the currently approved 9.2 acres of life of mine area. The project site is the Brian Worden property, located on the northwest corner of the Rural Hill intersection, approximately 4 miles south of Henderson in the Town of Ellisburg. The mine is intended to operate as a traditional surface extraction of the Groton gravelly loam, which is the predominated soil type on the site. Mining is proposed for above the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations. Mining is proposed to remove approximately 13,000 tons-per-year of aggregate sand and gravel over the estimated 15 year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/-6.4 acre uniformly graded and re-vegetated open land. The proposed mine expansion is on east of the existing mine limits. Mining was originally permitted here beginning in 1982 and has continued ever since. The reviewed life-of-mine expansion area is 6.4 (LOM) acres.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Oct 12, 2012.
