Project Description:

The applicant proposes the expansion of an existing ski resort on a 145 acre site in a two phase construction project. The overall purpose of the project is to construct housing units, associated access roads and utilities, and to construct ski slope areas. In total, 0.48 acres of federally regulated wetlands and 2,838 linear feet of federally jurisdictional stream channel will be permanently impacted. Phase one of the construction process will impact 0.309 acres of federally regulated wetlands and 1663 linear feet of federally jurisdictional stream channel. To compensate for the loss of 1662 linear feet of stream channel and a total of 0.48 acres of wetland acreage, the applicant proposes a ratio of 0.78:1 for drainage enhancement and the creation of 0.99 acres of wetland basins and 0.15 acres of vernal pools. The project is located west of the existing Holimont facility, in the Town of Mansfield.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a modified Air State Facility permit for the Wende Correctional Facility located in the Town of Alden. This permit modification was necessitated by the promulgation of the Greenhouse Gas (GHG) Tailoring Rule (75 Federal Register 31514) by the US Environmental Protection Agency. This rule requires any facility with potential emissions of GHGs of 100 tons per year (tpy) or more on a mass basis and 100,000 tpy or more on a carbon dioxide equivalents (CO2e) basis to apply for a Title V permit per 6 NYCRR Subpart 201-6. The facility is accepting an emissions cap of 99,000 tpy CO2e, which is less than the major source threshold of 100,000 tpy. The emission limit caps the facility out of 6 NYCRR Subpart 201-6 and the need to obtain a Title V permit. The Department is seeking public comment prior to making a final decision on permit issuance. A draft permit is available for review.

Project Description:

The applicant proposes to construct a new interchange with the Norfolk Southern requiring approximately 3,500 feet of new track. The interchange would allow transfer of railcars with the Norfolk Southern at a different location within the Village of Silver Springs, but that would not interfere with highway traffic as is the current situation. The new rail would be installed within existing right-of-way at the north end of the village. Mitigation for impacts to the adjacent area of state regulated wetland, CT-17, is included in the project.
