Project Description:

Applicant proposes to construct a new retaining wall above the mean high water level of Lake Ontario in order to prevent further erosion of the bluff. The project is within the natural protective features area and therefore requires a Coastal Erosion permit. The top of bluff is approximately four feet from a house and project is proposed to protect this structure. The proposed wall will be made of keystone block and will be approximately 45 feet long, 10 feet high, and extend the bluff approximately 12 to 14 feet lakeward.

Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal and modification to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0029475) for the surface discharge of 3.0 mgd of treated wastewater to Ganargua Creek, a class C water. This also includes a permittee initiated modification to reroute the plant outfall to the Canal, east of Lock 28B, just south of O'Brien Road.

Treatment at the facility consists of screening, primary settling, activated sludge and final settling. Effluent disinfection is not required. Sludge is digested anaerobically, dewatered and hauled to a public landfill. The plant will be upgraded prior to change in outfall location.

DEC proposes to incorporate the following modifications to this permit: Names of contacts have been updated; Monitoring requirements for Outfall 002 have been added; Sampling frequencies for Nitrogen and TKN were changed from monthly to weekly; A Mercury Minimization Plan has been added; A Stormwater Pollution Prevention Plan has been added; A shortened version of the Discharge Notification Act (DNA) requirements replaces the existing DNA requirements; The Monitoring Location page diagram has been updated; The Recording, Reporting and Additional Monitoring Requirements page has been updated. The permit includes interim and final limits to account for current discharge to Ganargua Creek and the proposed discharge to the canal. An Excavation and Fill permit is proposed to authorize the construction of the new outfall below the mean high water line of the canal. The new pipe will be routed through the country club property.

Applicant proposes to install new rock revetment along approximately 108 lineal feet of shoreline on Lake Ontario for erosion control. The revetment will be placed at or below mean high water level for erosion control. The proposal also includes a permanent 8-foot by 90-foot dock with three 8-foot by 10-feet steel and stone piers as supports. The proposal requires an Article 15 Protection of Waters permit.
