Ontario County - The Town of Victor, as lead agency, has determined that the proposed High Street Capital Improvements Project will not have a significant adverse environmental impact. The action involves improvements which will include pavement rehabilitation along the affected segment of High Street and widening of the shoulders on both sides of this roadway. A sidewalk is proposed on the west side of High Street between the Village of Victor municipal boundary and Lane Road. Replacement of a 6 inch asbestos watermain with a new 12 inch ductile pipe will occur along approximately 3,300 linear feet of High Street between the Village of Victor municipal boundary and Lane Road. Improvements within the roadway itself include turn lanes at several intersections and a high visibility crosswalk at Victor High School. However, no new travel lanes are proposed. Construction will affect an area up to 21 feet in width outside the existing edge of pavement along both the east and west sides of High Street. All of the area affected will fall within the boundaries of the road right-of-way owned by the Town of Victor. Although not specifically defined at this time, stormwater improvements will be implemented within the previously described 21 foot width affected area. This could include excavation of existing ditches and placement of materials to treat water quality and to decrease drainage rates. No new detention facilities are proposed. The project is located on High Street, from the Village of Victor Line to Pittsford Victor Road (NYS Route 96) in the Town of Victor, New York.
