Project Description:

A Department initiated Permit Modification for the NYSDOT Ledgers Corners Maintenance Subheadquarters Facility is being undertaken to change the permit's language to address the current conditions relating to the discharges from the site's maintenance activities and stormwater runoff. As part of this modification, the existing Outfall (001) for the oil/water separator has had the effluent monitoring Action Levels changed to Effluent Limits (with the exception of Benzene, Xylene and Toluene) with the addition of extra Action Level parameters; Ethylbenzene, Chloride and Total Cyanide, which need to be sampled from this outfall. This Outfall remains listed as discharging to groundwater (GA).

Outfall 002 has been added to the draft Permit to cover the discharge from the stormwater evaporation basin with "Benchmark Monitoring" language that addresses parameter limits, associated analytical methods and sampling requirements. This outfall is listed as discharging to surface water (Kings Brook), a Class C(T) stream. The parameters, limits and language were directly lifted from the SPDES Multi-Sector General Permit for Stormwater Discharges Associated with Industrial Activity (GP-0-11-009). The draft Permit includes conditions requiring that the permittee develop and implement a stormwater pollution prevention plan (SWPPP) for the entire site, as well as visual monitoring and annual reporting requirements.

State Environmental Quality Review (SEQR) Determination:

The applicant proposes a new 15,690 sq ft single story retail building with parking for 64 vehicles connecting to municipal water and sewer services. The stormwater management facilities will be constructed within an adjacent area to a Class 2 freshwater wetland (MV-15). A Stormwater Pollution Prevention Plan has been prepared and Notice of Intent filed for coverage under the Stormwater General Permit #GP-0-10-001. The project is located on Feathers Drive on the north side of Tom Miller Road in the Town of Plattsburgh.

Project Description:

The applicant proposes to place rock rip rap along ~1500' for bank stabilization along the Boquet River to prevent erosion in an area containing black ash. The project is required under DEC consent order for Environmental Remediation. The selected remedial alternative involves excavating, reshaping and stabilizing the riverbank berm, and placement of rock rip rap. Approximately .16 acres of federal wetland impacts, and a total of 4,800 cy will be excavated from below mean high water. Native plantings are proposed within the floodplan area. The project is located on lands owned by the Town of Willsboro off Route 22 at the end School Street, on the east/south side of the Boquet River, downstream of the Willsboro Dam.
