Negative Declaration

Dutchess County - The Town of East Fishkill Planning Board, as lead agency, has determined that the proposed Homesteads at Hopewell will not have a significant adverse environmental impact. The action involves a proposal by the applicant to construct a 68 unit multi-generational workforce housing development on a 9.25 ± acre parcel in the hamlet of Hopewell Junction. In addition, the applicant is proposing to create a Workforce Housing Zoning law, which would affect the project site as well as other parcels in the Town meeting applicable criteria. The project is located at 672 Route 82 in the Hamlet of Hopewell Junction, New York.

Rockland County - The Town of Orangetown, as lead agency, has determined that the proposed Sludge Handling Facilities Modifications (Tanks Nos. 1 and 2) will not have a significant adverse environmental impact. The action involves the rehabilitation of the existing concrete Sludge Holding Tanks Nos. 1 and 2 by performing the following:

1) Install new aluminum covers;
2) Connect the new odor control system to these tanks;
3) Install a corrosion protection liner in these tanks;
4) Install new piping inside these tanks;
5) Modify the piping between these tanks so they can operate as the main sludge holding tanks;
6) Install mixers and level sensing devices in these tanks;
7) Install new belt filter press feed pumps in the pump room between these tanks;
8) Install new flow meter on belt filter press sludge feed line;
9) Miscellaneous modifications to the sludge holding tanks to repair masonry, install safety railings, etc.

The project is located at 127 Route 303 in Orangeburg, Town of Orangetown, New York.

Notice of Acceptance of Draft EIS and Public Comment Period

Orange County - The Orange County Legislature, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Rehabilitation of Dam at Beaver Dam Lake. Written comments on the Draft EIS will be accepted until September 28, 2012. The Draft EIS is available from the Offices of the Orange County Legislature, 15 Matthews Street, Goshen, New York, the Orange County Department of Public Works, Route 17M, Goshen, New York and on line at: www.orangecountygov.com.

The action involves the development of a design for construction of elements of the Beaver Dam Lake Dam that do not meet the New York State Department of Environmental Conservation (NYS DEC) dam safety guidelines, and to ensure compliance with these guidelines, including but not limited to reconstruction of the spillway and repair of the crest. The project is located at NYS Route 94 and Lake Road in the Town of Blooming Grove, New York.

Notice of Acceptance of Draft GEIS and Public Hearing

Westchester County - The White Plains Common Council, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Open Space Recreation Zoning District. A public hearings on the Draft GEIS will be held on September 4, 2012 and October 1, 2012 both at 7:30 p.m. at the White Plains City Hall, 255 Main Street, White Plains, New York. Written comments on the Draft GEIS will be accepted by the contact listed below until October 11, 2012. The Draft GEIS is available from the White Plains Library, 100 Martine Avenue, White Plains, New York and on line at: www.whiteplainsny.gov.

The action involves a Zoning Ordinance amendment to establish a new Open Space Recreation District (OSRD) and amend the Zoning Map to designate as OSRD, those properties which are listed as "Parks and Open Space" on the 1997 Comprehensive Plan Land Use Map, which are located in the R1-12.5 and R1-30 Zoning Districts, and which are not owned by the City of White Plains or the White Plains School District. The The properties affected by the proposed action include Westchester Hills Golf Club, 401 Ridgeway; French American School of New York, 336 Ridgeway (former Ridgeway Country Club); Fenway Country Club, 384 Old Mamaroneck Road; Maplemoor Golf Course, 1128 North Street (County Parkland), and certain lands along the Hutchinson River Parkway in White Plains, New York.
