Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0026409) for the surface discharge of 3.3 mgd of treated wastewater to Lake Erie, a class A-special water.

Treatment at the facility consists of bar screen and grit chamber, secondary treatment is an activated sludge treatment process with three zones (contact, anoxic and stabilization). Secondary tank effluent is filtered through dual media filters and chlorinated before discharge. Waste activated sludge is thickened with an air floatation thickener, then anaerobically digested before being centrifuged and hauled to a landfill for disposal.

DEC proposes to incorporate the following modifications to this permit: - Whole Effluent Toxicity action levels have been added. - A Mercury Minimization Program has been added. - Pretreatment requirements have been added. - Sewer System Evaluation Survey requirements have been added.

Project Description:

Modern Recycling, Inc. operates the Cambria Recycling Facility located 5204 Lockport Junction Road in the Town of Cambria. Modern proposes to accept a wide variety of recyclable materials and construction and demolition debris. These materials include plastic, metal cans, textiles, paper and newsprint, old corrugated cardboard, shingles, concrete, glass, clean hard fill, metal, whole tires, electronics and source separated clean drywall. The facility will perform several basic material processing functions, including separation (hand pick or mechanical), baling, size reduction and screening. The recovered materials will be marketed to end users. Modern also proposes to compost source-separated food processing waste, source-separated organic waste, yard waste and clean wood. The proposed acceptance rate is 500 tons per day. The Department has made a tentative determination to approve this application. As such, the Department is seeking public comments prior to making a final decision on permit issuance.
