Project Description:

The applicant proposes the construction of a 222-space expansion of "S-Lot" parking area and associated stormwater management facilities within a portion of the regulated NYS freshwater wetland (BR-5) 100 foot adjacent area. Approximately, 1.12 acres of adjacent area will be impacted by the proposed project. A portion of the site which is currently maintained lawn will be restored to a vegetated wetland buffer through the planting of appropriate seed mix, trees and shrubs. Additionally, a helical pier boardwalk system will be constructed across the wetland to facilitate access while limiting impacts to the wetland.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Aug 30, 2012.

Project Description:

Applicant proposes to complete the final grading of a pond and fill a tributary that passes under a residential garage into State-regulated wetland PA-20 (Class 2). The tributary will be redirected to flow around the garage. All work will be completed within the regulated 100-foot adjacent area and absolutely no fill shall be placed within the wetland. Filling of the tributary will require placement of approximately 10,800 cubic feet of fill. Erosion control measures will be set and maintained until 90% vegetative cover is achieved.
