Project Description:

The applicant proposes to apply the aquatic pesticides Renovate 3 (active ingredient triclopyr, 44.4%) and Aquaneat (active ingredient glyphosate 53.8%) within an approximately 49 acres area within State-designated Freshwater Wetland PV-51 (Class II) and its 100-foot adjacent area. Treatment will be in the vicinity of an unnamed tributary of Wappinger Creek (Water Index No. H-104-4-1; Class B(T)). The target species are purple loosestrife, reed canary grass, multi-flora rose, honeysuckle, and barberry. The treatment seeks to remove these invasive species which have become established following the tree removal performed under DEC permit 3-1356-00157/00003 and /00005 to establish a clear runway protection zone at the end of the Runway 24 and a clear approach slope of 34:1 within several thousand feet of the runway. Establishment of native plantings and, if necessary, removal of invasive species were conditions of the issued permits.

Project Description:

The applicant has applied for a Part 360 permit to construct and operate a 600 ton per day (tpd) construction and demolition (C & D) debris processing facility located partially within the 100 foot adjacent area of Freshwater Wetland LC-55 (Class II) on a 2.45 acre parcel. Activities proposed within the adjacent area of the wetland include excavation, grading and filling to construct a 20,880 square foot processing building, paved access road and parking areas, truck scale house and truck scale, retaining wall, and stormwater management facilities. The total area of disturbance to the wetland adjacent area is 1.53 acre; no disturbance is proposed within the wetland. Approximately 0.6 acre of wetland adjacent area will be replanted with native wetland vegetation as mitigation for proposed disturbances. The project is located on the south side of Old Route 6 in the Town of Carmel, Putnam County.

Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0100803) for the surface discharge of 10 mgd of treated wastewater and/or stormwater to the Hudson River, a class SB water.

Treatment at the facility consists of screening, primary settling, activated sludge, final settling and disinfection using UV. Sludge is gravity thickened before anaerobic digestion. Digested sludge is wet hauled by contract for beneficial use. Digester gas is used in plant heating boilers and the excess gas is flared.

DEC proposes to incorporate the following modifications to this permit: - the Water Index Number has been changed from HR to H. - Daily Maximum monitoring for flow has been added. - Daily Maximum monitoring for Ammonia (as NH3) has been changed to (N). - Action Level for Antimony, Total and Cadmium, Total has been removed. - Daily Maximum monitoring requirement for Lead, Total has been removed. - Monthly Average monitoring for Temperature has been added. - Daily Maximum limit for Total Residual Chlorine has been added. - Monitoring concentration for Nickel, Zinc, and Chloroform has been added. - A Daily Maximum Limit for Copper has been added. - Monitoring mass for Mercury has been added. - The Acute Action Level for WET Testing has been changed. - Footnotes have been updated. - Pretreatment Program Implementation requirements have been updated. - Discharge Notification requirements have been updated. - The Schedule of Compliance has been removed as the permittee had completed the construction of UV disinfection Unit and the requirements have been fulfilled. - The Monitoring Locations page has been updated. - The Recording, Reporting and Additional Monitoring Requirements page has been updated.
